42.2. Prohibited Actions

"repeated tacks or gybes unrelated to changes in the wind or to tactical considerations."

I'm curious about the reason for this rule. What sort of thing is it designed to prevent? What sort of tacks and gybes lie in between "changes in the wind" and "tactical considerations"?

Roll tacking totally moves the boat forward. If you link them non-tactically you move forward and break the propulsion (RRS 42.1) rule. Its more of a dinghy (420 etc) thing, but can be done in j22, j24s etc. We have boats like this that will come into the harbor sails down and no motor, making 2+ knots only by the crew roll tacking.
