Should the stays that pass through the end of the spreaders be able to slide in the eyelet or should you tighten it down so it cant slide

Should be snug; however, don't tighten so much that the cable is damaged.

Define snug. I understand not to damage wire but should i be able to move the wire through the eyelet or should it not want to move

The shroud should not move in the eyelet, but don’t tighten to the extent that you are crushing/distorting the wire. Sorry that I can’t give you a specific torque value other than “hand tight.”
