You'd not get enough brightness to work as an anchor light. Davis (I think) makes an LED light that can be raised by the halyard at night and plugged into a 12VDC outlet somewhere in the cockpit. Anchor lights do not have to be 40' in the air to do their job. IIRC, 15-20 above the water is sufficient.
