Solar charger output

I recently bought a solar panel from West Marine, the smallest in their catalog. It is for trickle charging the battery in my Hunter 26. I measured the output with two mulitmeters and got a 1 volt reading on both. Is this normal? I would have thought that it would be 12 volts; few amps, but 12 volts. The solar panel should read much higher than 12v open circuit (as much as 20 volts) but under load should read 12+ volts (assuming it is not overloaded)
