Smoke and oil in exhaust

Last season my 1986 Volvo Penta 2002 (600 Hrs) raw water cooled engine overheated a few times (very briefly) due to, I assume, blocked water passages which I flushed with an e-safe product - which seems to have worked. However on re-commissioning I am now getting a lot of blue smoke and a very small amount of oil in exhaust (particularly on idle after running at 2200 RMP) and on acceleration. I am thinking of taking the head off, clearing any remaining crud from the water jacket. Do you think that a blown head is the cause of the smoke etc or do you think its something more like rings or valve seals? Any feedback is appreciated, thanks.

Oily exhaust is a sign of blow by. If you have blue smoke mainly at start up, and it is very minor while running, this points to worn valve guides. If you see blue smoke all the time when running, odds are you have a problem with rings, or cylinders, or both. (sometimes a little solvent left overnight in the cylinders may free rings)

compression check

Do a compression check. That will tell you if it is in the cylinder or valves. In any event, it doen't sound good.
