Small Rudder Cracks

I have some slight damage at the bottom of the rudder on my Hunter 33.5. The damage does not seem to be structural but I am worried about it going further and delaminating. Does anyone know how thick the fiberglass is at the bottom of the rudder. I feel that I could repair it with resin and cloth but wonder if an epoxy would do the same thing.

The typical foss foam rudder used by Hunter is a thin layer of glass over stryofoam. If they are just cracks the best way to fix is router them out and fill with epoxy. However if rudder is soft at those spots the foam inside is deteriorated and you will have to cut out the fiberglass and fix the core foam.
