side stays for Hunter 28.5 (bracket screws)

Would anyone know the best way to replace one of the 4 screws on the bracket that the 3 stays attach to on starboard side. Is there a nut unders there or is it threaded into something within the gunnel meaning I must drill out the old screw and run a tap. I didn't see any nuts underneath. Thanks for your advice, Bob

I don't know what's under there and you may need to pry or cut the interior liner to find out. Obviously there is a heavy stainlesss steel rod extending past the cabinetry and down to an angle bracket glassed into the hull parallel to the length of the boat.
