I purchased my Mac 25 in October. Sailed it several times and even slipped it at the lake for two weeks. Towed it home with no plates. Flip the coin, it sometimes comes up heads, sometimes tails.
In November I purchased a motorboat, and took it out on the lake once, and came up heads again. In the weeks I spent on the lake, I never saw any kind of water law enforcement.
Next spring I will licence everything. I think each state is vastly different. And I did this at the end of the season when everything was closing down. I did purchase a park permit that allowed me to drive in, but no one ever asked to look at that either.
