I have purchased a 78 catalina 22 and can't seeem to locate serial number plate. The new patriot act states all boats ust have a 12 digit number. I am having an issue with the registration my title only shows 11 digits. Thanks.

The mfg have gone through different iterations of the vessel id numbers. If you have an 11 digit number you cannot make it 12 regardless of what any agencies is requesting. There have been discussions about Hull ID numbers over the years and you may be able find the differences between the old and new standards.
