Many reports of cruising in Mexico can be found in Latitude 38.I've yet to read of a sailor having problems down there, but I'm sure there has been a case somewhere, but we can make the same case for here at home or about any place else.
Just as there are places you wouldn't go in Phoenix/LA/Houston/Detroit...I'm sure it's safe enough on the water.

Going down the penisula from Ensenada there was one checkpoint on my bus ride. Was no different than going through the border patrol checkpoints in the San Diego area. Crossing the border going south was always easy in my experience (bounced across once every other month for my time in Ensenada). The inconvenience is in crossing the northbound direction. Long lines, grumpy guards etc. Be a stickler on traffic laws and watch for speed traps (slower speed in a short section of road etc). It's better than it was 20 or 30 years ago, but sometimes out in the rural areas you'll run into that Dukes of Hazzard cop (Rosco Pico Coletrain) with a need for bribes (bribes are still less than a ticket in California).I'm sure it's safe enough on the water. If I ever have a keel boat in pacific waters I'll give it a try. Too far to sail the Mac from California. No desire to overland through adversity like roadblocks, checks, stops, by military and varied police. Takes the joy out. It's remains possible I'll still give Mexico a go via the water from Brownsville TX.........
