Screws at the waterline?

I am looking at a 1988 MacGregor 26D that has screwheads showing at the waterline. The not in a perfectly straight line and are not regularly spaced. The boat is in the water and does not appear to be taking on water. Can anyone make sense of this?

There's some folks on this board that are very knowledgeable when it comes to MacGregors. Do you have any pictures?

Are they on the stern? I've seen depth transponders mounted like that. Not a good idea. Better to mount some Starboard and screw the transponder into it.

Sounds like someone with no knowledge of boats redid the interior and screwed through the hull to hold something inside. I'd pass on this boat, no matter what explanation you finally chose. Even for free this is a loser.
