What is the best method of fixing a leaky bolt on the ceiling of the cabin. Handrail bolt, I think.

Take the bolt out and then clean the hole. Finally, go back and rebed the bolt when you put it back in.
I would recommend that you remove the hand rail. You may need to caulk under the hand rail or fill the hole with caulking.
Once you determine where it is really leaking you may have a better idea.
