Rusty spots on Cat22 fixed keel

The fixed keel on my C22 develops a spot or two of what appears to be a rusty substance that has "weeped" out of a crack or two on the keel. When fresh, this substance is moist and smell vinegary. This makes me think there is some kind of osmosis problem. I cleaned up one spot last spring by opening the crack, cleaning and drying it, and fairing it with filler. After hauling I noted the crack had returned, and later, found the same rusty substance. Perhaps water is working its way down one of the keel bolts...Gee, I don't like to think of weakness at that important point! If anyone has experience with this please let me know. Thanks.

If your ballast is ferrous, perhaps water has worked its way in there and oxidation is occurring. Hence, the rusty colored drainage. Is the boat always in the water?
