rust resisistant paint

please help trying to seal steel keel, any advice on what paint to use?

It is not the paint....

It is the primer that inhibits rust on steel. Here is one link for a chemical that converts the rust into an anaerobic primer. There are many other such products. They were developed for the power companies for their high tension towers and are also used on bridges etc. http://store.interstateproducts.com/1_step_rust_killer_1gal
