Now I get it. The PO of my boat installed a little bracket on the trailing edge of the rudder, about half way down. When at my dock, I run the rudder "pull down" line down through the bracket then back up towards myself. I then haul the rudder up out of the water and lash the line either to the tiller or back against itself with 2 half hitches. This arangement would work for you. I'm sure you want to do all you can to minimize setup time for launching and this is easier than taking the rudder on and off.
