Rudder Repair

Our lake is low! - they have taken it down around 8 feet to do some drainage work on adjacent roads - So - we were out on our '78 O'Day 25 - we first heard the center board gliding over something - and then our rudder hit something? - we think it was sand or mud - but it did pull the middle bolt on the gudgeon out about a 1/4 inch - I have noticed that the gudgeon had been repaired - welded before - but it is bent and in need of replacement I have ordered a new one from Rudy = and it is on the way - My question - I am concerned about how much reinforcing to do when I repair = there is not a plate on the inside of the transom to reinforce - Have any of had this same problem question? - what concerns me is - if I reinforce it = does that add to the risk it will hold and pull out the transom when/if the rudder hits something in the future =- Thanks for your help - knowledge !
