Rudder Raising question

I'm new to the 170. Am wondering if I have the rudder rigged wrong or something. I find it very difficult to raise by only pulling on the rope.
The T nuts are loosened and if I raise the rudder by grabbing it in its middle it swings up easily. So the problem Isn't that I have the nuts to tight.
It would seam like there should be a couple of blocks or pullies mounted inside the rudder head.
What am I missing here?

Not sure you are missing anything. The design of the angles on the 2 pull ropes for lowering/raising the rudder do not give much leverage. It is easier when the boat is in the water, but still takes a good pull to raise or lower the rudder.
