Rudder questions

Hi - I have a 1995 Hunter legend with a rudder question- at the top of the rudder there is a what looks like a teflon block which I assume is a bearing in which the rudder and stock turn, on my boat the whole teflon bearing rotates with the rudder, is this normal? plus does anyone have a detailed drawing of the rudder and rudder tube area?

good question. I assume that it should be fixed... but if it turns with the rudder it probably wont hurt anything, unless it starts to wear through the fiberglass tube... which it would be wobbling like crazy at that point. However I would also think that there would be more friction the way yours is working. The top bearing on my 45, is screwed in four corners. I was hoping that there would be a circular washer on the top of the rudder as well - when I re-did my rudder I coated the top with about 1/8 inch thick layer of westsystems epoxy and graphite powder around the shaft area- maybe about a six inch radius.
