rudder pulley plate replacement

Recently the port pulley plate for the rudder fell apart due to extensive rusting. Need to replace both pulley plates on my 1974 '32 Ericson. Any advice you have on the procedure to follow will be greatly appreciated. For instance, what is the best way to remove the remains of the failed pulley plate (and the intact, but rusty starboard plate)? How many layers of fiberglass are needed for the new plates? Thanks for your response.
