rudder post cap removal

bolt came out just fine but the post cap won't budge...any ideas would be great. thanks

Is the rudder cap aluminum and the rudder post stainless steel? You may need to cut thru the cap and pry it off. Different metals is the issue. Replacements are available from Catalina direct. Good luck.
