safety pin

when I first got my Cat 22, I suspected a possible problem just as you are having. Not from bouyancy but from something hitting the rudder and lifting it. I cross drilled the upper gudgeon pin below the slot and installed an aviation safety pin that is available at any modern hardware store. Haven't had an occasion where anything hit the rudder but I have the piece of mind. I always hang the rudder while the boat is still on the trailer and install the pin immediately before backing into the water. Bob

Floating rudder

Get yourself an electric drill--Drill a small hole thru the rudder pintal,,then put a cotterpin thru it..That will prevent the rudder from floating..
