rudder on a hunter 22 popping up while underway

On my last sail, I was sailing with reefed main and jib. (approx 20 mi winds)
I dropped the main and started to sail with jib only. Then the rudder popped up as if I hit something. But I don't think I hit anything. I tried to push the rudder down, but iit wouldn't stay down. I had to take down the jib, start the outboard and steer with the motor. what a hassle.
How do you keep the rudder down????????
help would be appreciated.

Mine has a haul down line with a jam cleat. I thought they all did?

Thanks- I have this line with the jam cleat. I never knew what it was for. And when
I needed it I was so distraught I never thought to pull it.

I have that line and jam cleat and never knew what it was for. Now that I know I may keep the boat another year.
