I had some gouges on my wing keel and sanded the area. To my surprise I found a rubber coating on the keel where it meets the hull. Why is it there, and what do I do to repair the area where the I've inadvertantly sanded into the coating?

Why is it there, and what do I do to repair the area where the I've inadvertantly sanded into the coating?might not be a rubber coating- might be something like 3M 5200 used by previous owner to seal the joint?
