Rope or line over my dinette table

Is there any one who knows what is supposed to do with this rope, installed over my kitchen table.

I tried to found what is to be used .. ?

That is exactly what I need to know and is not into the book jointed on the boat when I bought
This is my next project for the end of 2015 and I will post the picture for reference when I will do
