At first blush the problem is solved.
Good news. At least it is solved with regards to the shore power at your dock

My pause is that the dock power source was validated by Marina Electrician as correct. It appears that this is after your discovery, after your wire swapping on extension cord, etc... I know this sounds like nit picking. But it is not. There is a standardized system so that you can go from marina to marina site and every one uses the same standard.

You stated “so I reversed the hot and neutral wires on my dock power extension cord thinking it should solve the problem if the dock supply has reversed polarity.” This step did not solve the issue. After this did you return the wires to their original position?

Marinco (a common Boat manufacture) specifies the standard connection method.
Note: Terminals are color coded to match the wire.
Green – Equipment ground
White – Neutral
Black – Load (125 Volt)
If you have this on your boat connector and when tested with the validated Marina Electrician power source your poliarity light is in the green.
Then you are happy that your problem is addressed.

???? I just bought the boat used from Croatia!! Anyone's guess.
So how does that work when you bring a boat in from a foreign country? I see a lot of boats from Canada for sale on the New York Craigslist and have always wondered how hard it is to get registration and taxes sorted out.
