Shroud adjustments on C-30
Catalina recommends that the tuning be done "under sail". For initial setup, the uppers should set so that you can move them (at eye level on deck) about 1/2" at 50 lbs of pull. The lowers should be tightened just enough to remove slack and keep the mast in column. Everything else is supposedly done at sail. I'm pretty sure you can get a copy of the actual specs from either Catalinayachts.com or from the link they provide to the owners association.Good luck....P.S. I'm inclined to think that most of us who only cruise (certainly me) just set up the uppers at the correct tension, adjust the lowers to remove any slack and maintain the mast in column, and leave it at that.
