The underside of the headliner will have contact cement residue that will be ugly and not give a nice finish if repainted. You would have to remove all of the residue, a nasty job. Why not just have the liner cleaned? Call a commercial rug cleaner and get an estimate. I have used Stanley Steemer but they need to have elctric and water hookup nearby.
