Use exterior grade plywood cut to size and seal the edges. Optionally, use carpet on top.

I don't see anything wrong with using AstroTurf. I'm a proponent of cushioning the pads. I bought an outdoor carpet remnant and stapled it on the pads. It's even color coordinated with my boat trim

Great suggestions here, particularly about protecting wood exposed to elements. I like thin carpet scraps over the plywood. Whatever you do, make sure that the bolts do not come near to your boat, considering the wood will compress and bend a little over time.

I have had very good success with rubber step covers bought at the big box and cut to size. Protects the hull and lets water drip out. The 6 pads only needed for me to buy 2 of the rubber steps. Good luck

I have always used carpet remnant over the pad. I've never thought of astro turf but that may be a better choice. Let us know how it works if you try it.

seal plywood with good patio deck sealer then place a foam garden pad between the hull and pad.

This looks interesting, however I would only need 8 square feet, which at $2 a square foot is pretty reasonable. Unfortunately, I'd have to buy 24 square feet. :(
I had left overs but they come in handy here and there. A piece in front of my workbench to stand on is nice. They make 1/2" which is lower priced.
