Replace Keel Lock strap on 86 Cat22.

Has anyone cutout the old keel lock strap and replaced it on the new design Cat22? Lots of folks mention freeing the lock bolt with lube, but mine is bent and the strap with the bolt is delaminated. I have read a few things where people said it wasn't hard to do, but I would love any advice about removing the bent bolt, how to grind out the fiber glass (how much to remove and how to prep for glassing new the new strap), how best to access the space (through sink cutout or under table seat), and maybe what kind of matt, epoxy and hardener are recommended. I am a DIY'er and want to tackle this myself but am new to finberglass work and haven't found any how-to's, so I could use a little more advice from someone who has done it.
