Renault engine problem...Help!!

We've got my Renault RC8D running but with little or no power and acceleration. What are the possible adjustments we might try to get the power back?

I have copy of the service manual to email if you need it.

Smoke and if yes what color?
rev up when in neutral?
How big is this engine (I'm not a Renault engine code savvy mechanic)
How big is your boat?
What prop do you have?
When was the last time filters where changed?
Make unusual noises?
