Removing Liquid Electrical Tape

What do you use to remove the dried-on mess of liquid electrical tape? I applied this stuff myself to cover a small soldered 3-way connection, trying to avoid any forbidden connection methods. I de-soldered the piece I needed to remove, but it leaves the black stuff behind. I'm concerned that when I try to re-solder, it just will not stick. I don't know what it's actually made of, but I'm guessing polyurethane, so I'll try acetone or heat next.

I've tried searching our site, google and the manufacturing company pages, without success. At most they say mechanically remove (translation - pick it off).

The Permatex web site says vinyl. The SDS will tell you the solvents.

If it is actually vinyl, any strong caustic will break it down to dust. Experiment with some (off the boat) and try spraying some oven cleaner on it and let it dry. Then see if it rubs right off. I'm guessing it will.

That depends on whether it is vinyl emusion (latex paint) or vinyl solution in solvent. The former can be removed with caustic. The latter, not at all. The SDS suggests it is the latter, but test.
