Remove nut holding shift/throttle lever assembly

I am in the process of moving the shift and throttle controls on my 1980 C-30 (original Atomic 4 engine and transmission) to the steering pedestal. I have removed the throttle and shift arms and now need to remove the flange that goes through the cockpit wall. (See photo) It appears to be fastened by the nut on the outside. Is there a special tool for removing this type of nut? Is the nut right-handed? Lacking any better ideas, my next attempt will be to lightly heat the nut with a propane torch to see if that will expand it enough to break it loose. Does anyone have any other suggestions? Picture is a little blurry, maybe a chain

wrench, like a piece of bicycle chain with a handle ? And theres always the giant pipe wrench that will remove or break it. I wonder if you need to remove however, whats it look like on the back side ? The whole circular flange is probably stuck on pretty good with whatever bedding compound was used, don't you want the whole thing off ?
