I will be on Lake Champlain this summer at a dock in Plattsburgh. I heve read that Y valves and tubing must be totally disconnected to comply with no discharge laws. Can o redothe y valve be locked with a pad lock in the closed position? Will this comply with NY and Vermont laws? I really don't want to totally change my boats sanitation system. What do I do when I cruise other places or off shore when I can use th macerator pump legally if I have no plumbing to do so?

After boating up there for 25 years I have never seem an enforcement office that knew anything about marine plumbing on the lake. Technically you are suppose to remove a piece of hose between the Y valve and the thru hull fitting. Locking the valve is not enough although I doubt anyone will ever check or complain. There are pump out stations at most marina and the usually get ten bucks/tank. I've never seen a mascerator used legally up there

Vt and NY state law require that no toilet or tank
plumbing be connected to any overboard discharge thru-hull. And according to the locals, it's rigidly enforced...at least against locals. However, I've yet to hear of any transient vessel that's ever been inspected. So--at your own risk--you're prob'ly safe complying with federal regs that only require that the system be "secured" as prescribed by 33 CFR 159.7...which would make locking the y-valve and thru-hull seacock enough.

Disconnect it
At least disconnect the electrical supply to the macerator. That way, in the unlikely event of an inspection, you can claim that you prevented 'accidental' overboard discharge.
