Registration question

Hypothetically if one buys a boat in a different state. Do they need proof of registration in their home state before taking possession? Heck even in their home state...

Usually you get title to the boat and a bill of sale at the time you take possession. These two documents are used to procure your home state registration. In most locales, registration should be completed by the time you launch the boat. Your state rules might be different so get a definitive answer from your licence issuing authority.

I live in NC and bought my C22 in SC. I received the tile and bill of sale. I took them to a licensing agent in NC (hardware store) and had it transfered to me. I could use my reciept to use the boat until I got my sticker and resistration in the mail. Funny thing I found out is once a boat is given numbers in NC, it keeps those numbers forever. Apparently the PO in SC bought it from someone in NC. SC doesn't require numbers on boats without motors and the numbers were removed. When I bought it, I was given back the old NC numbers.

I bought a boat in NJ with no title, just an expired registration card. I had a bill of sale from the owner.

Brought it back to PA, and they were able to create a duplicate title, and transfer registration. It was good I had that registration card from the PO.

On my O'day, I bought it in PA, and had the PO with me when we went to the tag place. They just registered it to me. Apparently, no title is needed for the boat, so we didn't have a duplicate title created this time, saving me some $.

The trailer is a different story. If you have a title for a trailer in PA, don't dare lose it! My other boat trailer doesn't have a title, and was registered by a guy who had a used car lot who knew a guy... So now, I have to go to get a court date to present my notarized bill of sale to get a judge to declare an involuntary change of ownership, and that I am the rightful owner, so that the state can issue me a new title. Yeah, right, I'll just "borrow" the plate from one of my good trailers...

Freakin' government bureaucracy...

I bought my boat in Wisconsin, and brought it to Indiana. When I went to our license bureau, I had to get a "hull verification" form filled out by a policeman, coast guard or other "official" that verified the hull number on my paperwork. Other than that hassle, I did not have any issues getting my state registration paperwork.
