REFER/FREEZER POOR OPERATION AND CONDENSATION

I have noticed that my refer and freezer have to run constantly to keep cool. The freezer never really freezes anything unless it is up against the cold plate. It seems as though the cold plates are plenty cold (frost is formed easily on the plate surface) so I suspect it is an insulation problem. Upon further investigation, I have noticed the bottom portions of the cabinetry covering the refer and freezer are wet along the floor boards. I have also noticed a large amount of mold under the sink (in the cabinet) adjacent to the freezer. I haven't found a way to veiw behind the cabinetry to see what is going on between the refer and freezer walls and the interior of the cabinetry. Does anyone have an idea on how to get in behind the cabinetry? Is the insulation on the refer/freezer boxes inadequate?
