I have leaks starting on my life line stanchions. The bolts under the deck are not accessible. Are they Captive nuts? There must be a trick. Any suggestions?

I know less than nothing about Morgans, but I do know that Hunters use a 3/8" embedded aluminum plate buried in the FG and then drill and tap it to accepts machine screws and bolts for deck hardware. Good idea for boat construction but the mother of all problems for getting them out. I've had most of the screws gall in place. Getting nuts and a fender washer installed behind the fasteners is then even a worse job (if that's at all possible).
