Citizens and boaters in particular need to contact their U.S. Senators, asking them to co-sponsor S. 2766, the Clean Boating Act of 2008. Introduced earlier this month by Senate Environment and Public Works Chairwoman Barbara Boxer, D-Calif., and Sen. Bill Nelson, D-Fla., S. 2766 is similar to the Recreational Boating Act of 2007, which is pending in the House and Senate. The bill would permanently restore a longstanding exemption for recreational boaters from federal and state permitting requirements under the Clean Water Act. The issue stems from a September 2006 U.S. District Court ruling that ordered the U.S. Environmental Protection Agency to regulate ballast water discharges and mandated a deadline of September 2008 to put it in place. “Congress has only six months to correct a terrible wrong imposed on recreational boating by a Federal District judge that would require every boat owner to obtain a yearly federal or state permit to operate every boat owned in every state the boat operates in,” MRAA said in its Dealer Alert. “The cost could go to $2,000 per boat, per state.” These permits would apply to deck runoff, bilge water, engine cooling water and any other water-based operational discharge from a recreational boat. The fines based on citizen suits range up to $32,000 per day, according to the MRAA. The EPA is already writing the required new federal rule, which is set to go operational on Oct. 1.

I did this

And got an interesting reply from Mr. Vitter, from La. He agreed, sort of, that this was a sorely needed bill, explained it to me, and how important it was to recreational boaters, then went on to be about as non committal as anyone could get, on how he would vote on it. Of course this is the same Vitter, who ran for office with his main platform being family values and morals, then got caught with a hooker.

Been there done that ..

But still waiting on my T shirt. I've sent letters to everyone I can think of. I hope they do the right thing. If it passes or not we need to see how our representatives vote.

We have...

Collins and Snow in Maine (Republicans)... they always vote Democrate no matter what... and want to save the planet and the Maine coast. This should be in the "sails call lounge"!

Typical Politican Response

Nice N Easy. I sent my Senator a letter and the reply clearly indicated that it had not been read. The response was so generic, and never even addressed any of the issues that I brought up, which only reinforced my thought that the letter had never been read. Hope you all are doing better, it took us 3 years to recover from Isabel. I have family in Slidel that like you I'm sure, lost everything they had and had to start their lives over.

This is something that directly affects the boating community. This is not political dribble. The more of us that contact the idiots in Washington the better.

Rich, This will effect all boaters economically. This isn't a sail call subject, We do need to get "THEM" out of our back pockets! The more they hear from us the more likely they will vote as we want.

Writting most legislators is a waste of time.

Let the boat manufacturers and the other organizations lobysts do their work. The legislative blunder is being corrected with the proposed ammendments and that should be a soft issue (win-win proposition) so it will come to pass. No need to panic.

That is what happened with the lux. tax.

Benny: I think that is what happened with the Luxury tax several years ago. The lobbyist did their job and most of the small to medium boat mfg. were put out of business. We have a new group of legislators in power now. The last group wanted to spend and the new group wants to tax & spend. This is a good chance for them to force you to purchase a "permit" to wash your boat, pump the head "permit". Write your senator! Write you congressman!

You guys hijacked it, that is, made it political, and then The Man (who shall remain nameless), you know, the one with the Battleship, threw it over into the Sails Call Lounge! And now look what happened, it went nowhere. And, once it's over there you can't get it back. Besides, if your wife doesn't want to hear you vent a good place to do it is with your elected representative. That's what they get paid all the big bucks for.

I agree with you that recreational and pleasure boats should not be subject to the same water discharge regulations as commercial shipping vessels. I had the opportunity to speak before the Marine Manufacturers Association and they shared with me a great deal of information regarding this legislation. As you know, the Clean Boating Act is currently before the Senate Committee on Environment and Public Works. I don't know what got into me. The "sails call lounge" is a brutal place. Have you noticed... they type forever about the same old thing? I saw Alan's name... and obviously got misdirected. I will retract my statement about Snow and Collins. I'll just call them idiots for now. I write them once a month and get a form letter back 2 months later... thanking me for my interest. I'll write them another letter. I am not going to move my reply Tony B.... you can still get on with boating issues... just skip past my post. I stand corrected.

Ahhh yes Ross...

I will reform in "Ask All Sailors" and play nice. There is no hope for me in the "Sails Call Lounge"! I am outnumbered... and can't possibly reform. Actually... I am glad spring has arrived in this forum. Posts are coming in fast and furious. "Sails Call" is on the back burner till winter... no time for that. I can tell spring is almost here... I can now see the boat stand base!

Rich I spent five years in Bangor 1958-1960 so I know how you feel

Two winters and one summer. 20 below zero when I loaded the car in February to leave Dow AFB and head for Keesler AFB. Down there you get 9 months of mosquitos and 3 months of waiting for mosquitos.
