Reaching higher RPM

After changing fuel filter and bleeding engine I cannot get past 2200 rpm under load -- what might cause this problem (this is a 1988 universal 25 diesel engine)

Have all new fuel filters and the prop and bottom of boat is clean.

Has the boat been "dormant" for any length of time? If so, you might have some growth on the prop, causing excess drag and robbing you of rpms...

Also, have you changed your fuel filters? There might be some 'starving' going on as well.

These are my first thoughts. I'm sure the other guys have had similar experiences.
