My Raritan PHII recently plugged up when I was accompanied by some land lubbers that decided to wipe the seat down with Clorox wipe and then dispose of it in the head. I got the wipe out and noticed that my joker valve had a tear in it, I replaced the joker valve reassembled the piece and now it wont dry flush. You can pump it but it will not pump the water out. I took it back apart of course several times and notice the joker valve had been suck backwards in the chamber. Just not sure what part to start with here. Could a vent be plugged? Any ideas would be greatly appreciated.

Look at the blow up diagram that came with your instructions. If you don't have them, then go to the Raritan website and print them out. Also a recent thread indicated that replacing the top wet dry indicator lever/top piece could result in the same issue you describe. Just be careful putting it ALL back properly.
I would start over to replace the parts
The weight on the flapper valve needs to be facing UP.
You can download and print the parts list and exploded drawing for the pump from here. http://www.raritaneng.com/pdf_files/ph_II/L04Ephiiv0303.pdf It shows the correct orientation for all the parts. Remove everything you've removed/replaced and start over, paying careful attention to it.
How old is your toilet? 'Cuz it may just be coincidental that the air valve--part # 1203w...it's a little flat square nut with a hole in it on the front of the dry/flush valve housing--also needs cleaning and/or replacement. A failed air valve would let you bring in flush water, but would create back pressure that wouldn't let you empty the bowl. However, I'm guessing that putting the parts back where they belong and aimed the right direction will solve your problem.
However if your toilet is at least 5 years old and has never been rebuilt, now would be the time to do it...while you have the pump apart.
Stu, I don't think he opened the dry/flush valve housing...take a look at the drawing, you'll see that it ain't nothin' like a Jabsco...it really is a valve, in a separate housing on the front of the pump, and operated by a knob, not a lever.

Or maybe you're calling a different part by the wrong name? If so, check the part # in the drawing against the parts list to find the correct name for the part you're actually asking about.
Not sure what you mean by "nipple like piece" on a flapper valve...but to repeat what I said in the very first sentence of my first reply, the brass weight on the flap in the flapper valve (it's that flap that gives it the name "flapper valve") needs to be on the top when the flapper valve is installed. See part #1228 CW on the exploded drawing for the correct orientation.
