I've got a 1986 Universal 25 diesel in my cat 30 and decided to put a Racor filter in place of the Dahl filter. Following the recommendations of Racor I installed the filter between the fuel tank and the pump. The Dahl was installed between the fuel pump and the engine. Now I can't get full RPM. 1600 RPM is my new top end! The engine runs fine but for that. The filter I installed was the Racor 230R2 with a 10 Micron filter and built in primer pump. Any answers? Your Universal engine is self bleeding - up to a point. If you introduced an air leak when you put in your new Racor, the engine would run on the fuel it was getting and let the air go by. If the amount of air is greater than the system can get rid of, the top end RPM would be affected. I would go over the installation from the tank to the lift pump to assure there is no air leak. A vacuum gauge is often a helpful tool for finding air leaks. The leak could be in any of the fittings or the new filter assembly itself. A new recollection just popped in. Many years ago I came across a Racor filter assembly that did not have the holes machined all the way into the top casting. I doubt that will be your answer, but it is something to look for.
