US Sailing has a Hunter 31 anywhere from 162 - 177, depending on location. Actually mileage will vary and a boat's performance is very much dependent upon the crew sailing it. Contact your local race committee for what the value is for your area.

Can't help you with performance question, but in regards to PHRF rating I'd suggest you contact Melbourne Yacht Club (MYC). They have a good racing program and lots of knowledgeable people.

You will need to contact the local race committee to get their decision about your boat as rigged.
If standing on a podium is your goal then you will need new racing sails, lighten your boat within the rules and learn to sail your boat fast.
