I own a 1980 Catalina 38 in my forward V-Berth is a board with the following carved into it:
O.N. followed by a 6-digit number.
Under that is L.O.A. 11.50
I get what the L.O.A. is but what is the O.N. number?

Probably your official coast guard registration number. Try a web search for coast guard hull identification numbers and looking up the number.

Sailboatdata lists the LOA of a Catalina 38 as 11.61 M. Maybe they just rounded to 11.5?

That was it....typically it's shown as NO #######.
It was switched around on my plaque.
