pvc pipe on side stays

1977 O Day 20' Toledo Bend Reservoir east texas
im new to sailing , but i have seen something like pvc pipe covering lower part of side stays , what is this , is it pvc and what is it there for ? Thank's

Also on the Oday 20' where dose the ice box drain ? cant be the sink drain , is it to ty in to the self baling drain ?

Also in the rigging booklet it talks about taping the spreaders , where and how is this done .

Taping the spreader (tips) and the PVC tubes you see serve similar purposes, the former to prevent chafe on the head sails presuming they are large enough to hit the tips of the spreaders and latter (the tubes) prevent chafe on the head sail sheets which may rub against the stays and turnbuckles.
