pulpit repair

i have old pulpit with worn out tap screw on bracket where pulpit stanchion connects.
Does anyone know what would be good way to remove old worn out tap screw from deck fitting?
Also, will it be ok to use rivet instead of tap screw because i think tap screw is only working under friction which does not provide sufficient security. I do not plan to remove pulpit anytime soon.
I would approciate if you share your thoughts on this.

Drill out the old tap screws and bolt the pulpit in place with stainless steel bolts. Be sure to use a backing plates of either 1/2 " marine plywood or stainless steel

thanks for your advise. but i have a problem with connection between deck bracket and stanchion, not deck bracket and deck. bolt idea was a problematic on stanchion because lines may get caught. rivet would be nicer fit but have not seen before and not sure if this can cause any problem. i would appreciate if you can share your thoughts on this.

Probably the easiest way would be to use an easy-out. Drill a small hole into the hex recess or slot and use the easy-out. Then, I'd use a self-drilling tapping screw, SS of course. They come in a variety of heads so I'd go with a button head or round head.
