pulling the tiller head

On my 1986 tiller model C27 ...

I need to pull the tiller head and try to have a piece on it welded. Is it simply providing a ficture for the tiller,

or

is it holding the tiller onto the boat? When I pull it, will the tiller sink (boat's in the water)?

Anyone know?
