Pull start problem on Evinrude 8hp 19196

Yesterday I went out to my boat to check on any damage that may have happened due to high winds and cold over the weekend. I also wanted to start the motor. When I went to pull the starter cord, it was under spring pressure but would not retract. I kept pulling, thinking that it would eventually retract, but now I have it fully pulled out. There is still tension on the rope but it will not retract. I had to leave it like that since I was short on time.

After thinking about it last night, I believe that I had it in gear when I shut it down going into my slip after an outing. I was wondering if it is a safety measure so that you can not pull the cord to start the motor while it is in gear. It is a 1996 Evinrude 8hp motor that has been starting and running perfectly until yesterday.

I had an 80's Evinrude 8 HP that had such a device - it started to malfunction and would engage when in neutral, stopping the pull start rope abruptly (and causing much pain). On mine, the lockout device was made out of red plastic and easily identified.

I just got back from the boat. The motor was in forward and when I put it back to neutral, the cord retracted and I was able to start the motor easily.
