Pull Cord Won't Budge

Dear Boaters/Sailors:

I brought my sailboat to her mooring two weeks ago with the 8hp Yamaha working fine, water coming from tell-tale/pee hole. Turned the motor off, keep it down for a few minutes to let it cool more and then lifted it out of the water and tilted the prop out. Two weeks later I came back, pulled the start/rip cord and it wouldn't budge. Anyone have this experience?

Remove the spark plug, spray some oil into the cylinder and try again. If it does not budge, something is jammed. With the transmission in neutral try moving the prop by hand. If the prop moves then check the pull cord recoil mechanism. Check for scratches on the prop and leg which could indicate it was hit by another boat perhaps.
