The free end of the hose go as high above the water line (including heeling) as you can. It is in the manual.
On our last boat, I think we connected the other end to the raw water exhaust hose. We T'ed it in on the thru hull side of the anti siphon valve.
Generally better to vent it on a sailing vessel as the engine is off most of the time but if you plumb it getting it into the "air" of the broken siphon can work.
We read the manual that came with it and search online instruction but don't quite understand. Maybe our english is that powderful enough. 
Ok I suppose the PSS should have sea water in it at all time. Friend plumb it to top side of exhaust muffle which will most likely let exhaust gas into the PSS. That's abig NO NO I gathers. :naughty: Thanks for info.

Note:Sailboats or displacement powerboats with a powering speed below 12 knots can use either method A or B.
Using a 3/8 ” ((8 or 9 mm)ID “underwater rated ” hose ((not provided with the PSS), connect the hose to the hose barb fitting installed on the carbon and secure the hose with two (2)hose clamps.Run the hose to a point in the boat at least two (2)feet above the waterline,making sure that the hose does not apply any load on the carbon part of the seal.Keep the hose as close as possible to the centerline of the vessel so the top of the vent hose is never below the waterline,even if the boat heels.Secure the hose in place with the necessary fittings that insure it will not pull free and drop.This hose is now a venting hose that will help ensure that no air is trapped in the seal.

Exactly! Air does not keep the seal lubricated. Shaft logs on many sailboats have a tendency to entrap air due to the angle. With no vent the air eventually fills the log and the seal over heats.
The problem is that folks often try to "plumb" them and when the engine is off it can "trap air" and over heat because it is not pumping water through the seal. This is why the vented method works better on sailboats that don't always have the engine on. With a slow trawler then you can plumb it in because the motor is always on when moving...
