i have a 25 oday with a 2 stroke 15 hp johnson outboard. it hardly moves the boat in reverse, what is the solution ? forward motion seems adequate.

I feel like that is a trend. My 04 Honda won't go past half rev in reverse. Plus, it probably doesnt help that hull design is great forward and not in reverse. No knife blade to cut the water.

Is your prop deep enough in the water? If the reverse discharge stream is hitting your transom rather than "blowing" under your boat, well, you won't back up.
What's the prop pitch? I had a relatively-high-pitch prop before, and the engine always ran under-revved, making acceleration sluggish.

Try Boats.net.They carry high thrust props for your motor.Put one on my 23.5 Hunter ,what a diff.Will back out of slip at idle.High thrust are made for Sailboats,and pontoons,large mass slow speed,and manuvering.
Further to DJN51's comment, high thrust props usually have a larger diameter, smaller pitch, and larger surface area blades, so called "Micky Mouse ear" blades.
Most of the stock props that come on small outboards are optimized for small, planing hulls like jon boats and such. These guys are looking for higher RPM ranges for greater speed. We displacement hull boats are looking for more thrust at lower RPM ranges.
