When I purchased my 2000 H260 it came with a 15hp Yamaha powertilt outboard. The prop is a 9 1/4 diameter with 10 1/2 pitch. I realize that this o/b is larger than realy needed. Here is the question: when the rpm is advanced more than aprox. 1/3 of full the prop cavitates even though the anticavitation plate is about 1" under water. Would a prop with a different pitch help? As it is now, I can reach hull speed at about half throttle, but I would like to know that all the power of the motor would be turned into useful thrust in strong headwinds or waves.

Less pitch = more power

I think you would be happy with a prop with less pitch. Most OB manufactures (with the exception of OMC's sailboat motors) build motors with the smaller and lighter planing boat in mind.
